Acting Secretary Gibson hit the nail on the head.... the VA needs thousands more doctors and mental health providers in order to get each vet an appointment within the congressionally mandated times. It is simply not mathematically possible for the VA to see all patients in a timely manner with the current number of doctors, nurses and mental health specialists. Even if every current VA doctor and mental health specialist worked 24 hours a day, 7 days a week for the next 6 months, there still would not be nearly enough appointments to significantly reduce the backlog. 

Adding the thousands of medical personnel necessary to solve the problem will cost billions of dollars that Congress is simply not willing or able to spend. This has been the case for years and the chronic manipulation of patient records by VA administrators is the direct result of chronic underfunding.
